Yulchiev Elmurod Oktamjon ogli was born on June 22, 1991, in Uchko‘prik district, Fergana region. In 2014, he graduated from Andijan State Medical Institute with a degree in General Medicine. In 2017, he completed his clinical residency in Neurology at the Tashkent Institute of Postgraduate Medical Education (TVMOI).
He began his professional career in 2014–2015 as a General Practitioner at Family Polyclinic No. 2 in Fergana city. From 2017 to 2018, he worked as a Neuropathologist. Between 2018 and 2020, he served as a Physician at the Department of Neurology of the Fergana Regional Multidisciplinary Medical Center (FVKTTM). Since 2020, he has been serving as Head of the Neurology Department at FVKTTM.
Since September 2025, he has also been working as an Assistant at the Department of Pediatric Surgery and Propaedeutics of Internal Diseases at Central Asian Medical University (CAMU).
